The proposal
ZamPro has submitted an unsolicited proposal to the Ministry of Tourism for a structured programme assessing 13 candidate heritage locations. The proposed 90-day preparation programme covers feasibility, conservation planning, infrastructure and accessibility, stakeholder engagement and economic modelling.
The programme also envisages technical preparation for potential UNESCO nomination pathways where appropriate. No UNESCO endorsement, designation or guaranteed nomination outcome is implied.

- Community participation and benefit-sharing proposals.

Public benefit and commercial approach
The intended benefits are stronger heritage stewardship, more inclusive visitor experiences and opportunities for local enterprises. ZamPro’s proposed role is project preparation and coordination; any advisory fees or subsequent operating arrangements would be defined in separate agreements.
The next decision
Confirm the programme scope, candidate locations, technical team, consultation process and commissioning pathway. Visitor and revenue projections remain planning assumptions rather than achieved outcomes.
