Michelle Steinberg

Michelle founded PMRC, a public-policy think tank, and previously served as a World Bank consultant. Her background spans public policy, finance, project development and institutional engagement.

She leads group strategy, project preparation, financial structuring and funder engagement, coordinating specialist advisers and the development of governance arrangements.

Yousuf Zumla

Yousuf brings experience in Zambia’s tourism, hospitality and aviation sectors, including his previous service as Chairman of the Tourism Council of Zambia. His contribution centres on the practical requirements of tourism businesses and destination development.

He advises on tourism concepts, operator relationships, destination development and industry needs, helping to shape commercially grounded tourism opportunities and relevant sector partnerships.

Zubair Dasu

Zubair’s business interests include real estate development in the tourism sector, including lodges, as well as distribution. His contribution to ZamPro centres on the property, supplier and commercial requirements of tourism-led enterprise.

His remit covers assessing lodge and tourism-property opportunities, developing commercial and supplier relationships, and supporting project mobilisation. Technical feasibility, procurement decisions, expenditure and binding commitments remain subject to specialist review and agreed approvals.

PERMANENT CONSULTANT · TOURISM POLICY & INSTITUTIONAL DEVELOPMENT

Dr Stephen Mwansa

Dr Stephen Mwansa brings experience across senior public administration, tourism policy, corporate governance and agricultural enterprise. His former Permanent Secretary appointments include the Ministry of Tourism and Arts, the Office of the Republican Vice President, the Ministry of Commerce, Trade and Industry, and the Ministry of Information and Broadcasting Services (Conservation Lower Zambezi biography ↗).

His wider experience includes tourism-sector consultancy and conservation governance. His qualifications include a Bachelor of Agricultural Sciences from the University of Zambia, an MBA (International) from Edith Cowan University and a Doctor of Business Administration from Binary University (professional background ↗).

At ZamPro, his consultancy remit centres on tourism-policy advice, institutional coordination, governance, project review and stakeholder engagement. He is part of the advisory team, not a partner or a representative of government.
